The location was in front of a Catholic Church in the Georgetown Section of Washington DC.
The "Take It!" came after seeing this display for some reason in front of the Church. I asked a passer by on the sidewalk if they knew of the meaning of the assorted locks to which the older fellow said " no " but he would ask his son if he knew what they meant. He seemed truly puzzled by them along with me. He left saying he was going into the church chapel to visit it as he had lived in the neighborhood some years ago and used to have the church as his regular place of worship. We wished each other a good day and parted. I had provided him with quarters in exchange for paper money for his use in the parking meter. (I keep a stash of quarters in my car for my use with meters in the course of doing my route).
I rarely use metered parking spaces in the city as they are so hard to find. I long ago came to the conclusion it is easier to pay a doorman or valet parking person at a hotel a folded up dollar bill (which I term as being a business card) to obtain a very brief position in front of the hotel entrance which is highly convenient for me - and results in a cumulative annual amount for the the hotel staffer that in the end of the year finds me as their best customer. It is always a lot of fun to daily give out business cards in this manner. The further result is - even on the most busy days - the staff finds a place for me - and my day can move along in a relatively smooth fashion.
I am constantly looking for ways to ease my way in my little part time job. All a part of the fun in life.

I think I know what this is. Was there anything written on the locks? There is a bridge with a fence in France that is covered in locks. They are called "Love Locks." Couples take a lock to the bridge and put their signature or initials along with the date on it, then lock it on the fence and throw the key in the river below. It has become a popular trend, so maybe that is what's going on here.

Lovers locks! They are right outside a church, so I'd be willing to bet married couples leave a lock on their church. Its meant to signify their eternal love or something like that.
